Anyone can throw things. The discipline is knowing what not to throw — and proving you didn't.

How enforcement works. Every proposed throw is checked against this registry before the object leaves the hand. Protected payloads are blocked at launch, logged, and — depending on severity — escalated. Handling is one of three modes: flag (allowed, noted), substitute (swap for something yeetable), or exclude (never thrown). The baby is always exclude.
