Pisa Begins A Throw That Has Not Yet Landed.

A tower attempted the slowest documented descent in the record, and the ground answered before the masons did.

The compliance desk classifies the Pisa bell tower not as a building but as a throw in extreme slow motion — the most protracted ground-contact event in our files, one that began in the twelfth century and has, at this writing, still not concluded. During construction, the subsoil beneath one side settled, and the structure began its lean.

The error was located, as errors of this kind almost always are, at Stage 0: the ground. The masons had certified the payload — the tower — with admirable rigor. What no one certified was the surface it was to rest upon. Our doctrine is unambiguous on this point. A ground-contact certificate is only as sound as the ground named in it, and the ground at Pisa had been assumed rather than inspected.

Once the tilt announced itself, work halted. It would remain halted, on and off, for the better part of a century. The desk regards this pause as the single wisest decision in the entire episode. Confronted with an unmodeled contingency, the builders declined to add further payload to an already committed trajectory — a restraint we wish more of our clients would emulate.

The tower did not fail to stand; it merely began, very slowly, to lie down.

Later generations, resuming construction, adjusted the upper stories to compensate, giving the tower its faint banana curvature — masons attempting to argue with a trajectory already in progress. The lean persisted regardless. Ground, once it has begun to accept a payload, does not renegotiate on the basis of aesthetics added higher up.

In the modern era, engineers arrested the descent and stabilized the structure, effectively suspending a ground-contact event mid-arc. The desk records this as one of the only instances in which a throw was successfully paused rather than completed. The tower now leans at a governed, monitored, certified angle — no longer falling, merely posed.

We observe that the tower's fame rests entirely on its defect. Had the ground been certified and the tower stood plumb, it would be one more competent campanile in a country full of them. Instead it became the enterprise's most-visited monument to the consequences of skipping the site survey.

Compliance verdict: A Stage 0 ground-certification failure of historic duration. The lean is an unmodeled contingency arising from uninspected substrate, not from any defect in the payload. Modern intervention converted an active ungoverned descent into a governed, suspended arc; the ground-contact certificate remains, appropriately, unissued. Regretted at the time, retained on purpose.
