On Cooper's Hill in Gloucestershire, a wheel of Double Gloucester cheese is released from the summit of a notoriously steep slope, and a field of competitors pursues it to the bottom. The cheese accelerates rapidly, reaching speeds that make interception impractical. The first person to the base wins the cheese. The compliance desk classifies this as a release with an ungovernable projectile and a self-endangering receiver pool.
The mechanics are unusual. The cheese is not thrown so much as committed to gravity, which then assumes all responsibility for its trajectory. Once released, the object obeys no operator. It bounces, veers, and gains velocity along a surface that offers the pursuers no comparable stability.
The competitors, notably, are not chasing the cheese because they can catch it. They cannot. They are chasing the point at which the slope ends. The cheese functions less as a target than as a starting gun that happens to be edible.
The cheese cannot be caught; it can only be outlived to the bottom of the hill.
From an actuarial standpoint, the event is a study in tumbling. Runners lose their footing near the top and complete much of the descent by involuntary means. The desk observes that the human participants frequently arrive at the base along the same uncontrolled trajectory as the cheese, which is not a compliment to either.
Ground contact, when it occurs, is emphatic and distributed across the full population of the slope. Certificates, were they issued, would be issued in bulk.
The winner receives the cheese. The remainder receive the experience. The desk declines to assess which is the greater hazard.
Compliance verdict: A Stage 0 gravitational release of an uncatchable projectile onto a receiver pool that becomes, itself, a field of unmodeled contingencies. No governed force is present at any point after the summit; the ground-contact certificate is achieved by cheese and pursuer alike, redundantly and painfully. Universally regretted at every joint, and repeated annually regardless.
